“The figure would raise its hands upwards and then down.”

Photos of the mysterious person covered in a dark, hooded cloak dropping raw, bloody meat in children’s playgrounds surfaced on social media and went viral.  It’s unclear if the figure is a man or a woman.  Area residents where the photos were taken are fearful to let their children out f their homes. The photo below sparked a “Facebook Frenzy.”
