“The Peninsula Humane Society & SPCA (PHS/SPCA) in Burlingame, CA released footage of a July 30th incident in which the owner of a dog sitting and boarding business is seen roughly jerking a dog by the neck and slamming it to the ground, before proceeding to slap it several times.
The footage was filmed by a neighbor and submitted to the PHS/SPCA. Investigators later went to the home and seized 11 dogs, all of whom were returned to their owners with the exception of the three personal dogs of the business owner.”
